Tier-2 Cities Development Program
Empowering Local Economies Through Investment Readiness
Our joint Tier-2 Cities Project prepares selected municipalities to better attract and retain business services investments. By promoting regional opportunities, we stimulate balanced economic growth and create high-value jobs beyond the capital.
This initiative includes local stakeholder engagement, talent and infrastructure assessment, and investment promotion strategy design.

Over the past few years, the partnership between the Hungarian Investment Promotion Agency (HIPA) and ABSL Hungary has delivered real, practical results for the BSC sector. From co-creating the Business Services Hungary publication and conference, to working on development projects in regional university cities, and helping new investors find their place in the ecosystem through networking and relationship-building – this cooperation has made a visible difference. One of the true highlights of our successful collaboration is that in 2026, Budapest will host the ABSL European Forum – one of the largest and most exclusive events in the business services sector. This milestone further strengthens Hungary’s position as a competitive, long-term destination for BSC investments.
